I am creating a casino related site, and would later on like to inplement a lottery system. Would I need to register this lottery anywhere?

If you're in the USA, lotteries that are not run by the government are illegal, so there is no such thing as registering one. I don't know about other countries.

No, most of the casino sites are located outside of the US.

There are no casino sites that I know of located in the US. They are either on Native American reservation land or in other countries. The only lottery sites that are legal in the US are those run by the government, like nylottery.org. If it's not run by the government, it's illegal.

Talk to a lawyer about that one. But if your business is stationed in the US, then it doesn't matter where you're hosted... you're still operating illegally.

They not a government corporation. Would they be considered illegal?
Say instead of money, the lottery consisted of points (NP for e.g.), would that be considered against the law? Are the small NP lotteries illegal?

You're confusing a lottery with a 'drawing' or 'sweepstakes'. BIG difference. A lottery requires that you pay money to participate. A drawing/sweepstakes does NOT require ANY form of payment to participate. The site you mentioned is a Sweepstakes site, not a lottery.

You should incorporate in a tax haven like the island of Antigua for that purpose. Maybe the Isle of Man but I am not sure. Some reasearch is needed.
