can't receive private messages...

Hi, have problem, when people try to send me PM they are getting this message:

Dnb8 has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her

I have in options checked "enable private messages"
so what is the problem ?
