I was wondering what rights a country has to its name when someone else registers the .com domain instead of the country?

I don't think the country can get your name. Look at uk.com or any other country .com and most of them aren't owned by a country but by buisnesses.

Simply put many if not most countries do not own the .com version of their names. They don't have a particular right over their name.
On the other hand most have secured their name under their own TLD. But not all. I think Switzerland has failed to secure its own, Belgium has had a hard time recovering the French and Dutch names belgique.be and belgie.be. Lack of foresight :)

Rights? What rights? :D

If it's a generic Top-Level Domain (gTLD), it's open season. But if it's a country
code Top-Level Domain (ccTLD), that's a different story. ;)
