Registrar location vs country laws

Just wondering if registrars have to abide by their counties laws when it comes to domain names or do they follow ICAAN rules first.

For example say someone registers a .com from a registrar in the US but the server where the domain is hosted is in another country. This domain/website is used to sell a product that is illegal in the US but not the host country. Can the US gov force/muscle the registrar to cancel/change the domain ownership. Or use the excuse that that domain was registered in the US to track emails/commerce activities from the said domain.

That depends on the nature of the issue.

If it's a registrar compliance issue with ICANN (e.g. invalid WHOIS), then they
step in. If it's a legal one (e.g. trademark infringement suit via Court), then
the laws of where the registrar does business at kicks in.

Ultimately it's up to the registrar how to respond.
