I would like to know if a seller can sell a website with the same content/look but just different domain name to the buyer ?

I believe what you are referring to are turnkey sites. They are made with original content but can be sold to multiple buyers with different domain names. So what was once original becomes a copied site and tends to have less value. Yes, you can do this. Just make sure that when you buy or create a turnkey site, any content that is on it is not trademarked or copyrighted (such as photos, text, etc).

I'd advise against duplicate content as it's very bad for your rankings. But yes it IS possible.
