buying dedicated server w/ cpanel and whm

Hey,
I posted a little while back but im changing company because their support isn't great; Unfortunately, last night the server went down for 7 hours, absolutely nothing was up, it was as if the server didn't exsist, i checked weather in California and it was sunny, so no storms or power cuts.
I submitted a ticket over 12 hours ago about it and still no reply, so something i have in my request, is active support. It also been 19days since i put in an application for my 5 free extra ips and they still haven't arrived :(

Anyway, What i would like:
2.4ghz processor (or more)
512mb ram MINIMUM (1GB preffered but i know its pricey)
cpanel/whm (maximum of $30/mo)
100mb/s
1tb bandwith (minimum)
80/120gb hdd
IRCd and shoutcast ALLOWED (i have a small small irc network, i wont be selling shell with ircd allowed)
5 usable ip's minimum (that includes the ips for nameservers + base ip) (i'd prefer to have 8).

Active Support!

my max is really $110/mo, including the price for cpanel and whm. (via paypal) but i'd like a company where i can upgrade to better servers in the future as if i find a server and its all comfortable i will stay!

Check out http://www.fdcservers.net/ -- They allow IRC on all their dedicated servers and VPS servers, plus currently have a few specials running!

Unfortunately, I dont really like any prospect of "unmetered transfer." It's not very appealing. But I apprechiate the post.

We need a dedicated because of the occaisional high load a game we host has and the ircd's. And its alot easier to control and manage.

Do you require the cpu to be a pentium or is a celeron 2.4 ok for your needs?

celeron 2.4 is okay...
i am looking at softlayer, and going to really count my pennies and get one of their packages. Comes to $188 with 8ips and cpanel/whm/fantastico and rvskin. i did get a recommendation from them aswel.
Lets see how it goes,
thanks to all that posted or pm'd but i think im going to talk with a few people and try and get a softlayer one.
