I have a situation that is completely the opposite of what has been experienced by Egnited at thread http://www.namepros.com/legal-issues-and-disputes/211392-scammed-paypal-what-can-i-do.html
I won an auction for a domain name on eBay on 22 June 2006, made the payment through Paypal on 23 June 2006 and never got the domain name. Contacted the seller few times and never got any reply.
I reported a dispute to Paypal and then also contacted Paypal to ask them if I got protection for my purchase.
The dispute is still open and the question has been answered. They did not give me a short "yes or no" answer but rather indicate that they only protect payments made for tangible, physical goods which can be shipped, and excludes all other payments, including but not limited to payments for intangibles, for services or for licenses and other access to digital content.
I have contacted eBay as well and they suggested me to resolve the matter with Paypal first who then will automatically refer to eBay if they can't resolve the matter. But then eBay's Standard Purchase Protection
program incurs a $25AUD processing fee. The transaction in dispute is US$16.46.
Anyone here knows if I still have any other options to go through? It is only my bad luck if I have to lose my US$16.49 and that's way far from the end of the world
but this will keep me from buying any intangibles using Paypal in the future.
I hope that I still can get my 16.49 back not so much for itself but just for a fairness.
