This email also had a sidebar with valid links to paypal's website. But the link that is featured in the email is not paypal's website.

Yes, that is a scam. It's likely someone reported this chain mail already to PayPal's Spoof Email Department, which is why the page is not available.

If you or anyone receives emails that look in ANY way suspicious from PayPal simply don't click on the links contained in the message. Forward the email to [email protected] and they will take care of it.

my god dont click on any links like these one, you may get in to trouble. I think this is definitely a scam so please make sure you change your paypal pass word and other details soon.

If the url is not paypal.com is obviously a scam. Why would they use anything else but their own domain. :) But like many other scams apparently its working with some people otherwise they wouldnt keep on doing it.
