I would say Photoshop, there is no other software better than PS to design banners!

For complex banners, photoshop is definately the software to use, for simpler banners i'd recommend fireworks, as it requires a little less experience and knowledge but is easily understood.

Id recommend photoshop of course and if youre looking to animate adobe has other products you can use for that aswell
