Best PPC / CPC / CPM Program For Me

I want to know whats the best PPC / CPC / CPM Program for me my site is www.gameztown.com it is a free games site. google wont approve me so i an't se them i can't use ypn (dont live in us) fastclick wont approve me, clicksor ads load too slow so i dont use them now, so i need another one please suggest one.

Plus they must pay by paypal if possible.
