Best Pay Per pop-ups site

What is the highest paying, and also legit, pay per pop-up site? I have heard of fuel or something like that, but I could not find it in a search. Any help would be greatly appreciated. Also, please make sure that it is legit and does payout.

(By the way, when I say pay per popup, I mean they pay me like $7 per 1000 popup impressions on my site.)
