The best CMS :imho: for ALL applications is PHP Fusion:
http://www.php-fusion.co.uk (that's the main site, they have many other local support sites though).

Gud gallery
gud security system
Easy to manage
gud tempalteS {for school..dont wana make my own templates}
forums
easy to make new pages
easy to give specific admin rights to users..basically i will give admin rights to users like my MATH teacher will be able to update a page called MATH...but not the other sections etc...it is a for a school..so it has to have these kinda stuff..u know wt i mean right :p
