Any development will have a minor impact on the overall price of the product.
If I owned this domain, I would simply list it as a top domain name on Sedo and ask for brokerage service for best results or simply maintain a custom for sale page or both of those options.
There may be a success fee but it would be worth it.

I agree, don't bother to develop it. The best that you can do is to hire a designer to build you a killer landing page that will probably include some facts about the domain that explain it's value, some possible uses (or not) but most importantly a contact form. Also, don't park it or use any kind of ads.

A realistic price would start somewhere at $200k up to 7 figures in the perfect circumstances. Do the marketing for the domain and have a bigger sale price, if you want to sell. There are plenty of people who have a lot of access and can broker that for you.
