Bandwidth Limiter?

Anyone know of a program that can limit the amount of bandwidth someone on my network uses?

ie. someone in my household is downloading really bad - and refuses to stop; everyone else is lagging, so i was curious if anyone knew of a solution
(Other than to unplug them, of course, or something similar to that; was curious if there was a software solution to this)

I think there was something for linux, but I forgot its name, I'll look it up.

NetLimiter will do the job, some guy told me on another forum that he used it before to stop his children from downloading too much animes and it works great.

About netlimiter; yea i was ocnsidering using that; gonna look around a bit more to see what else is up inacse ic an't touch their comp, i dont wonna go sneak on and stuff =P

Yeah... Netlimiter is some okay software. The swift smack in the rear would work though.
