I am sure it has some value. i have come close to regging this name in the past.

the one concern i have about it however is that I am not sure that anyone in the region identifies with the term term "balkan". In other words, I am sure the serbs think of themselves as serbs, the bulgarians as bulgarians, etc.

it might be better oriented to the Western/tourist/travel market.

You are right about it that people from this region tend to have national feeling and thay call themselfs always according to state they are from.
there is already similar concenpt called tvbalkan.com

They have bought a lot of names and just redirect them to their content. They are not balkan-specific.

I would make it a portal for tourists to the Balkan region, but that is just my two cents worth.
