Are you talking about working websites that you can sell stuff on from a script? Or just hosting?

You can become an affliate and they will give you a code to put on your site... You just need to pay Hosting. Or you can buy a cheap website on Ebay (Under $5) and put that on your site and pay hosting (But those are generally premade templates which people sell and sell - so it won't be unique.).

For specific scripts (not pre-made whole sites) I use HotScripts - an excellent service for both free and non-free scripts. You can find almost anything there.

there are tons of free websites templates for your domain...just google for them

for example if you are starting a forum(vbulletin), you get your free templates here:
