question Are domains with 1-4 endusers worthy of being regged?

I have started building my portfolio by regging names from expired ones. I wanted to know if there are only 3-4 leads can we consider it a good domain name? Like If I regged paediatriccentre.com there are two leads for that name so is that a good name to invest in?

P.s. this is not an appraisal request thing. I am just asking about the importance of the number of endusers so please refrain from appraising the name. Thanks

how many of those "leads", already have a website?
is your name better than theirs and why?
how likely are they willing to change it, to what you are offering?
how likely are they willing to pay your asking price?
if it is newly registered,
then how likely is it, that you know the value of the domain you are selling?
how likely is it, that your email will even be read?
how likely is it, that if they do reply....that you will know what to say or do next?
