I've been wondering how you can post in the appraisal forum and get given Np$. I've filled out the Q&A's but nothing seems to have happened.

Because it was completely wrong. :bingo:

Now back to the OP's question:

Applications are approved manually. We approve it based on your history here at NamePros. Do you have a good standing? Have you contributed to the community? etc..

And Squirrel Rascal, you can actually earn NP$ for posting. Both in appraisals and in other forums. Both must be enabled. You must be a member for at least 60 days.
