Just doesn't fit the ccTLD and this will make it hard at best and most likely impossible to sell the domain to someone planing to develop a site.

If you want to develop it you could make it an informational site for San Diego. What to do, see, visit and a resource for what's going on in San Diego.

Same value as that of Chennai.us or Pune.de which can be calculated as $0 minus ( reg fee plus renewal costs )

Great keyword/geo..wrong extension $0 for anyone outside India. $5 for a travel agency inside India to have folks visit San Diego

While having an extension that matches the geo located area is ideal, it's not always needed. He could place the site on a server hosted in the US, build the content of the site to target the US, and finally play on the .in portion of the domain.

Don't waste your time developing this domain. There are many better domains to work on. Think BIGGER!

If you're a web designer, then find a domain owner with something that deserves to be developed and partner with that person to make a website / business. Or at least give up on mediocre domains and look for opportunities to buy better domains of your own before you start developing.

For example:

Why develop SanDiego.in (just one city among many U.S. cities) when TheUSA.in (for the whole country) is undeveloped AND expired? Disclaimer: That's one of my domains, and the renewal just hasn't processed yet. But the point is that the whole world of domainers COULD have made me an offer for it, and nobody even inquired because domainers tend to be preoccupied with lesser stuff of their own. It's natural, but I think it's a mistake.

Really, I'm just trying to make the point that too many domainers end up putting energy into the domains they end up with instead of searching out projects and domains worth investing that time, money, and energy into.

If there's something better within reach, don't settle for what you've got. Many better domains out there if you're going to develop something. I'm just using that domain of mine as an example. There are literally tens of thousands of better domains you could afford to buy or partner in developing.
