I regged this name about a year ago and still have plans to perhaps turn it into some sort of banner or link exchange program or something else.

Banner is the more popular than Header, so this is the tricky point about domain name. Development would be needed to increase overall domain value;

research shows all other extensions still free, less than 1k result per google.

These together I would estimate low $XX resale value for this name; but development certainly increases this.
