.AN - Is it active?

As I've previously heard .AN zone was closing due to some reform of Antille Islands, but for now I see updated website of http://UNA.AN

My question: is .AN still active zone and if you know, do they have restrictions for foreigners?

The zone is active, but will phase out this (or next) year.

The successors are .sx, .cw, and .bq (last not active yet).

It is definitely being phased out
Major domains under .an like KLM or Abn Amro have already been deleted last year.
