opinion AlpNames ,, are they a bad company?

I recently had a rash of bad spam , 100's of malicious emails a day , the opt out pages rife wife scripts and viruses. The one thing all of these (40+) domains have in common is they are all registered with AlpNames .com. Now in similar cases such as Godaddy or other reputable registries the company in question will take action or at least answer our emails. Alpnames has done nothing and even worse the spam is still coming. My question is , are companies like Alpnames set up by spammers to register their own domains for spamming purpose and doesn't ICANN assist or step in
for these cases? We have sent Alpnames NUMEROUS emails to notify them of this issue. Every domain has fake contact information.

Some registrars are suspected of having been set up for the purpose of sending spam, or harboring pharma sites etc.
Icann terminated Estdomains a few years ago, but clearly registrars are not always policed as they should be.
