Advanced question: domain registrar's priority

Here is the issue:

We ordered a backorder or pre-registration, which domain name registrar has bigger priority over any other? is there any official ranking? urban legend?
I think Dynadot, Dotster and Enom could have big priority to catch up domains but is only my personal belief.
