Go to www.adsense.com and you will see it doesnt have to do with Google at all, so that should answer your question

Well, does Adsense show up in Punjabi? i dont think it does and i dont know many indian companies that advertise with AdWords so this domain is worthless, the .com is just parked and the rest of the TLDs are avalible.

Would probably be good for an informational site, but since Adsense is international anyway, I really don't see the point of having a specialized site for India for it. You might have ideas for its development though.
