If it is against adsense tos to just display ads on pages without content, how are parking companies allowing it?

Couldn't I just create a single page template for each of my domains and publish it? Something like this http://10th.us/ ?

They have special accounts with Google and get fed advertisements directly. Normal publishers are not able to do the same thing.

Victoria, you can certainly create your own simple sites (minisites) and display Adsense ads. The PPC will be lower than with most parking services, maybe much lower. If your parked domain gets good traffic, then I'd say leave it where it is. If it gets no traffic, then create a minisite with Adsense ads and do something to drive traffic to it (e.g. advertise with Adwords, Miva, Yahoo).
