60 day period on new domains?

Hey guys
I had a question...
When I register a domain it tells me something about ICANN can refuse the transfer blah blah if I try to transfer ownership of domain within 60 days? So, do you have to wait 2 months before you can officially sell anything? What's with that? Are there ways to still sell a domain or should one really wait 60 days to sell?

pushes within a registrar don't.
