I just logged onto Rebel.com and see that they are having a $1.00 .com transfer with a limit of 3 per person. I just processed 3 from my portfolio. It does not say how long the offer is good for.

Per my experience with Rebel, they actually have an automatic fraud system preventing credit card transactions under some circumstances. i.e. they check IP history, Card issuing country and full name history records. The system may not be accurate enough so that's why you may face difficulties. But feel free to sign the SVF form (https : // www . rebel . com/forms/SVF.pdf) and send back to them, they process your account very fast (less than an hour)They use some abnormal 3rd-party processing for CC-transactions... and my Ukrainian card doesn't work at all there... but smoothly works with tens of other registrars... I have such CC-issue only with Rebel and AIT. And both don't provide PayPal.
