The main reason India has a such a negative reputation in general is the fact almost all the scam call centers (it is a big industry in India) and vast majority of all scammers are in India, and billions of dollars is stolen by the scams every year, who mostly target USA (by far #1 target) and also Canada, UK, AU.

Search for "Scam Baiting" in Youtube to see the many scam fighters working hard to expose and stop them. You might also find watching the videos real entertaining (kitboga channel is excellent).

Indian economy is predominantly services sector, so it is only natural that many phony call centers would be mushrooming around the industry. I will address your concerns by giving you few examples so that you understand my point of view. I will take the example of China for the First and next to your country. You would find many Chinese scammers around the manufacturing sector because China is a manufacturing superpower. Similarly, you would find many-many tourist scams in your country, because tourism is a significant source of income for your country. It doesn't mean people in your country are all scammers, it only means fraudsters see it as an opportunity, but it is for the National Governments to come hard on these scammers and enforce the law to the maximum extent. Now coming to your point of government connivance, I would like to point out that my country India stands at 63rd rank in the World Bank - Ease of Doing Business Index 2020, and your country stands at 114 rank. Do you think India would be leapfrogging in various indexes when the Indian Government mostly casts a blind eye to these fraudsters?

I agree there are scammers in India, but painting all Indians and the Government is racist. You also should know that putting an end to these scammers who operate fake call centers in the digital sphere is challenging(in comparison to manufacturing scammers of China or tourism fraudsters of your country) because the Law enforcement agencies of my country would never/rarely get complaints from people of other countries.
