Is it possible to create a popular social network (or social media site) on a TLD other than .com? If the .com is already taken, is it wise to register the domain name with .net or .co?

The only instance I know of where this worked was "Vine.co". Vine was a pretty popular social network for a few years, and they never bothered to buy the .com TLD.

Of course you can...

If your network is unique, inviting and user friendly enough, it will probably attract people.The domain name importance is secondary (but important as well, as any brand name).

A short and cool ngTLD or ccTLD might be better than a long .com. But if you’re willing to invest in the project, you will probably find a good and suitable .com on this forum, or any domain auction platform etc.

Recently I heard about the.best project, and I am sure there will be many many more social networks running on new gTLD in future!
