How to go about a PayPal dispute?

You won't have to wait 2-3 months to tell you they won't help you. The CC will tell you to try to resolve it with PP first. Should PP fail you, try CC. That's my opinion at least.

I just want to point out that dropping the e from value is quite common. I personally don't like it but it is common and apparently usable. valuhomecenters.com petvalu.com valumart.ca supervalu.ca valuinnseatac.com valulots.com valu-mart.net valushred.com .. to name a few..

Question about Nominet and domain costs

Maybe they don't have to pay VAT so they are still pocketing £0.70? It's also common for registrars to offer registrations at cost or even below cost. Especially the big boys.. maybe one of those cases?

Reuse domain name ?

It's not an "OR" but an "AND". The domain needs to expire AND drop before you can register it again. It goes through various periods like a Redemption period and a Pending Delete period. The expiry process varies.

Transferring an .es is not as simple as a .com and requires paper work which is why they don't have a push. Other that that, what exactly is your problem updating DNS?

There is a name for that. It's called "entrapment" and it's illegal in many places like Canada (but not the US). Your scenario is not really the same since you're comparing an officer to a civilian.
