I let the domain name transfer before requesting money. Once the domain name transferred, the buyer pretended like he was going to pay but it has been over an hour later and excuses are being made.

I'll do this next time. I figured $9 was a low amount so it would be a relatively quick transaction. In addition, he let me transfer before deciding that he couldn't pay.Ah, so your domain has been stolen "by" another NP member, not "from".
When I first read it I thought someone had stolen a transfer code from a NP buyer (hacked their PMs, etc.), but its clear now, thanks.
As for what you can do, just give it a bit more time, but in the future, never transfer a domain without payment in hand, no matter if it's $9 or $9,000. If he doesn't pay in a reasonable time (a few days for $9 is enough), report him to NP and get his rating properly adjusted.

I agree a deal is a deal it would have been best if he just paid. Chances are he could have a friend send the $'s to you or something if his pp isn't working properly.
