IMHO what Google likes least is Google to Google arbitrage.

Google Adwords to Yahoo parking feed arbitrage is said to be a much better risk by people who are well placed to have an informed view, but this is not how I read the Adwords terms and conditions.

If Google enforce the Adwords terms strictly, in theory all Adwords account that are involved in pointing traffic to pure parking pages should be terminated.

A huge chunk of their adwords business comes from arbitrage these days. If they ever enforce their algorithmic TOS they might need to move their HQ from Mountain View to Fairbanks, AK.

I have no insight into Google's views of arbitrage in general, but it stands to reason that a Yahoo advertiser paying a cut to the arbitrageur and the rest to Google (net net) is better for Google than Google to Google arbitrage. Yahoo also get something from the advertiser directly, so - seen from a cynical short-term perspective - most commercial entities involved should be relatively happy.

PS: Sorry I edited my original post only minutes before you posted your response :)

Actually, it might not be a great model for Google, because it is inadvertently getting Google's targeted converting quality visitors to Yahoo advertisers. Yahoo gains all the way. More converting customers means more business for Yahoo. As a result Yahoo gains not only from its own search and content advertisements, but also taps into Google's vast target audience.

If Google does not follow suit via a Yahoo ads --> Google adwords campaigns, it is surely going to throw open huge imbalances.

It would be interesting to see how things start taking shape. Already, it is more expensive to advertise with Yahoo, while Google turns out to be the common man's advertising medium with 5 cent CPC budgets. With more converting customers for Yahoo via arbitrage from adwords, Yahoo will see its profits skyrocket.

In my opinion, Google would be wise to open the floodgates to arbitrage from Yahoo to its adwords customers to maintain an equilibrium.

Totally agree.

It would be utterly foolish of me to debate the other points in your post, because a) you are clearly very experienced and b) whatever I say in response would militate against what I actually want to happen - which is that all methods of arbitrage are explicitly allowed, ideally within reasonable but strict and enforceable rules. Because the rules bit may not be commercially feasible to implement, I would rather not pursue my humble thoughts to their logical conclusion in public :)
