Since when is Wyoming "not much of a tourist attraction state"? They have plenty of tourism with Yellowstone National Park which averages over 2 million visits per year. Plus with Colorado and Rocky Mountain National Park so close then that attracts more people to Wyoming as well. The west is booming with tourism.

Also you can't really compare Wyoming to Florida. They are two completely different states. One is near the ocean and beaches, while the other is a mountain state.

Didn't you hear about that? Montana has agreed to split half the state to develop West Dakota and Minnesota gave into the idea of giving up part to make room for East Dakota.
