There are only a handful of "www" domains, like this, in private hands... the rest are owned by governments and domain registries. One "www" domain exists for each country, and www (dot) tl represents the country of Timor Leste.
In terms of internet promotion, however, you can use the domain however you wish and "tl" is a very popular acronym, giving rise to development ideas such as "true love" (dating?), "top level", and so on.
