Writing Articles or a Blog ?

Hi !
Can I please know what are the differences between writing and publishing an article in my domain or going for a blog ?
Isnt it the same thing ?

And, how should i make it !
I mean, i am a basic Web designer..... So is there anything to do, or a creator for a blog or something ?

try to use wordpress.
awesome program. choose your top 100 keywords related to your web site. and make an article using that keywords. in couple days it is being not only searched by SE, but also being listed there.
