I was looking at some domains that include hondatuning and vwtuning. I know there are sites online with these names that are not affiliated with honda or vw, but would buying domains like this to sell be treading into TM issues?

So , do they just not go after people setting up fan sites or selling custom parts while using the companies name in the domain?

Sometimes fan sites are okay, but you need to get the permission of the TM holder even for that really. Otherwise, it's very risky. I have seen sites with like "Beemer" or "V-Dub" or stuff like that. But those are definitely TM issues. Probably why they are available.
