FROM XHTML/CSS to Wordpress each $20

Looking for someone who can complete work in max 2 days, and who can make necessary changes/additions when some elements of design are missing.
Payment on completion of Job.
XHTML/CSS must be valid.
Wordpress must be fully functional with pages/single/index all working, prefer if you know the limitations and possibilities of wordpress features.
