You posted in the domain section, rather than the developed sites appraisal section, so what are you wanting exactly:

1) A domain appraisal?
2) A site appraisal?

As mentioned before, for a site appraisal, it depends upon traffic and earnings, but you mentioned neither.

If it's the case that the site has not traffic or earnings, then you have a $25 site at best.

I don't really see any value in it. Doesn't come across well as a brand for a Windows related site. PR matters very little these days, compared to what it used to. You'd be better off trying to monetize it and sell it as a site.
