question Why GoDaddy is auctioning available domains

Recently I started exploring Godaddy auctions and I am wondering why there are so many domains that are WHOIS available but when search them through Auctions search form, they are shown as premium with ridiculous buynow/makeoffer price.
When search them through homepage search form, they are shown as available.
Some random examples:

Am I missing something or it is standard Godaddy auctions behaviour?

That is weird because the who is history shows the first domain titlees.com as being regged at Godaddy til Nov 18th 2016. Maybe the owner added it to Godaddy auction and then cancelled the domain.

I can buy titlees.com for regfee at namesilo, name.com, namecheap and many others but it costs $799 at NameJet, $918 at who.is, $878 at whois.com...
Is i t legal to sell something you not own?
