WHY do I have to pay 2x as someone in USA?

I dont get it.
Why does someone in the UK pay £0.04 per click Minimum.
The same ad can be paid for as $0.04 in usa!
Abit unfair?
We in the UK pay 2x more! WHY?

It can't be tax. Google take tax off your payments seperately. Someone explain this to me?

Also is it possible me to use the american version? i rather pay half as much thank you
