Which PPC programs don't require approval to join?

So I am looking to make a list of PPC programs that DO NOT require "portfolio approval" to join. Also, whether or not they allow adult domains. I'll start out with the two obvious ones:

name, adult (yes/no)

Sedo (yes)
NameDrive (yes)

Any others?

IS W-8 Form Suit able For Asians ..are only ... Good For .. US ...Residence ... i think i google account i Choosed .. w-9

A quick check at irs.gov and it appears that W-8 is for foreign matters.
