Where to register .ge, the Georgian cctld?

I found this online about registering .ge:

The rules there seem to indicate that we need a Gerogian resident to register the domains on our behalf so I wondered if anyone knew any outfits that do this the way EuroDNS does it for some European Countries?

I was hopeful when I found this one but then realized that if you type a domain in and hit register, it takes you nowhere:

I found these guys will register you .ge for $191USD/year but was hoping to find a cheaper registrar:
http://www.combell.com/en/domains/extentions/country.asp?landcode=84

looks like a registry with strict naming guidelines - your personal or company name needs to be in the domain and it has to be hosted on a Georgian ISP
