Hi,
I was wondering if I wanted to maybe start my own "expired domains" list on a site, how would it be done?
Is there some type of public registry? I need to do this without spidering a database, anyone got an idea?

you would need zone access. You can get this by faxing some papers to the registry.

is it free? Also, got any links?
Is this how whois.sc and other such sites do it?

hmm, I'm definately going to signup once I start my site, but how would I get a list of expiring domains?
That is only a list of current domains that are not on hold/expired

Unless you went through a service that already does all that using raw zone access, such as domainsbot, exodus etc... You would need to develope your own system to find what dropping, expiring or what not.
