A person may use different registration sites for different reasons not necessarily always based on cost. Personally, I like either RegFly or Namecheap for my domains (bulk included). There are cheaper companies but I've been happy with these guys and don't plan on moving.

Do they have to be unregistered? I know some people buy a lot of domains at very cheap prices on the Bazaar at www.Afternic.com . I know because I have sold 20 or so in the past few weeks. I know some people are buying up a bunch at very reduced prices, some cheaper than the original registration prices.
