What's Up With The Favicon?

I keep encountering sites with this particular emoticon:

e.g.:
unblock7 dot com (proxy site but it's not mine)

Proxy sites aren't the only ones with the favicon, I see all sorts of sites with it. Are they using an open source software, and what is it?

You can put favicons on pages/websites.
All of us can put our own favicon on our websites.

Simply create a 16x16 image and save it as 'favicon.ico'

then insert this to your <head> section of the html

Thanks for the help guys but that's not what I meant. :D I was trying to identify this one favicon that I seem to come across quite often...

(i.e. that one on unblock7 dot com)

Some favicons come with certain scripts or CMSes by default. A lot of people that just churn out turnkey sites don't bother changing them or they just use the same favicon on all of their sites.
