Lots of the top English keywords are taken in .ae, but you'll notice that some domains like gambling.ae, porn.ae, naked.ae, girlfriend.ae, gay.ae, lesbian.ae, sexuality.ae, homosexual.ae, drugs.ae, paranormal.ae, occult.ae, jew.ae, jewish.ae are still available.
This should give you a good idea of what kinds of domains are forbidden there.

I agree with your point.
However it's obvious that the Indian society is very different from Muslim societies. If some parts of the Indian society can be very conservative, a large part of it is very tolerant especially in younger generations.
So there's much less pressure in India from society and politicians to enforce such rules. I wouldn't be surprised if the Indian registry policies on this point are changed in the future.
