What should I use?

I want to create a web portal , with heavy regular updates of articles , what should I do ? I want main page to stay updated with new contents , Easy to add new article to any new section , and most importantly it should be easy to add a new section .
Options :
1. use PHP NUKE
2. create it as a forum

I really dont know but
I will manage to do anything so all suggestions are welcome

EDIT:
OK guys 1 more thing i found while my reasearch , macromedia CONTRIBUTE ( i hope name is right )
now new aspect is there , is there any realyy good software availble to create and manage a big portal with lot of databases and subdomains , most importantly that should be self configuring and fully auto mated , means it should provide facility that u build ur site locally ( even database ) and server uploads will be managed automatically .
i hpe i explained it right :D

PHP-Nuke is so easy to hack, stay away from it at all costs. Joomla isn't a whole lot better but I'd go with that. Its pretty user friendly, and much better than a forum fo the kind of site your looking for

If your capable of doing so, create your own site instead of using someone elses.

what language i should choose to work upon ?
while suggesting take care that :
-I know something about everything PHP , ASP and all
-I will create anything using books so feel free to give ADVANCE level suggestions.
-A lot of codes should be availble to modify .

mambo is a good source to start you can build a template and integrate mambo parts into it, there loads of addons, wrappers for forums, shopping carts, galleries etc..

I'd go with PHP if you're not really experienced with either

phpNuke would have been better than a forum. If you get used to it it's actually easier to edit stuff in it than a remotely controlled forum
