What Program CPM To Use?

I own PTR/PTC site ( www.arcticclicks.com ) and I get about 20000-30000 hits every day.
So can you tell me some good CPM program which will accept this kind of sites and will pay via PayPal ?

I dont believe you can find one and if you do find one they will cancel you due to the low CTR. You are probably best of trying for CPC networks and/or trying to sell some cheap CPM space on your own.

You won't be able to signup for the main CPM networks like fastclick. Instead, try selling your own ads at places like adbrite.
