CPM program which takes in forums

Hi, i am looking for a CPM program which will allow forums since people on forums are not neccasarily going to click on ads.

cpm? usually these type are referral/affiliate links which are not allowed on forums.

majority of cpm programs have built in or remotely hosted affiliate/referral links program within them so people can refer.

adtoll.com, http://partners.pantheranetwork.com/, axill.com, adbrite.com accepts forums.
