but the learnt, learning, learns, learner, etc etc.......... might still there in .com.
so what is the relative value of those? or it is just valued reg fee??

Among your example derivatives, the ones that might be brandable (and therefore have value) are learning and learner. Learns.com would have significantly much less value than these two, but still it should do fine for a small website.
I wouldn't reg learnt.com, as it seems awkward-sounding even if developed into an active site.
